Is there a pvr that records in a known format

Is there a PVR that uses mpeg or another recognisable recording format such that the video can be transfered to a pc for backup?

ReplayTV records in a proprietary flavor of MPEG2 (IIRC) and there are a couple of robust programs that allow you to pull programs off the box onto a PC or move them between units.

As stated, ReplayTV records in MPEG2 and there is 3rd party software for PCs - DVArchive or QVision- to transfer to PCs. It isn't an officially supported feature, and sometimes it breaks when RTV updates software and the coders have to update the 3rd party software. Basically they're exploiting a weakness in the RTV streaming system.

TiVo also records in MPEG2 and TiVoToGo will be out before the end of the year. TTG also supports moving content to a PC, and it will be an officially supported feature. It will arrive as a free service upgrade to Series2 units.

yes,
The Topfield PVR's come with software to transfer videos to your PC for DVD burning...

You can buy them at www.adfreetv.com.au (the cheapest place I've seen) with 2 tuners.
